Understanding care minutes funding risk
Changes to care minutes funding now introduce significant financial risk for providers that do not meet required care minute targets. From April 2026, services that fall short of the 215 care minute target face a reduction in the Base Care Tariff, with funding redirected into a care minutes supplement linked directly to performance.
While these funding changes are now in effect, the compliance calculation period begins earlier. This means providers need to understand their exposure and respond proactively. Performance is assessed on the average daily minutes of care delivered per resident, across both total care minutes and registered nurse minutes.
