How we built the AN-ACC calculator
Our AN-ACC calculator uses published guidelines, criteria and thresholds to take clinical inputs, scores and ratings to derive a case mix classification in accordance with intended functionality of the respective tools.
Resource utilisation studies have determined that the most significant cost drivers in residential aged care are admission for palliative care; frailty; mobility; activities of daily living; cognition, communication, and behaviour.
Additional cost drivers include mental health, risk of pressure wounds and technical nursing requirements.

The Australian National Aged Care Classification (AN-ACC) is the funding model for residential aged care in Australia. Each resident’s level of government funding is set through an independent assessment of their needs, and each resident is placed in a class from one to 13, which determines funding and minimum staffing levels for that home. Providers also receive fixed funding for each home through a Base Care Tariff.
Each resident’s funding combines two parts: variable funding based on their AN-ACC class and fixed funding through the home’s Base Care Tariff. Both are set as weightings multiplied by the AN-ACC price. The AN-ACC price increased from $295.64 to $303.19 from 1 October 2026, taking average funding from an estimated $317 to an estimated $325 per resident per day.
An independent assessor rates the resident’s care needs using a set of clinical tools. The biggest cost drivers in residential aged care are admission for palliative care, frailty, mobility, activities of daily living, and cognition, communication and behaviour. Mental health, risk of pressure injuries and technical nursing needs also contribute. The scores from each tool combine to place the resident in an AN-ACC class.
Each AN-ACC class has care minutes associated with it, so a home’s mix of resident classifications sets its total care minute and registered nurse minute targets. When classifications change, targets change with them. That means accurate classifications affect not only funding but also how many staff hours a home is required to deliver.
A provider can request a reassessment when a resident’s care needs have changed significantly since their last assessment, for example after a fall, a hospital stay or a decline in mobility or cognition. If a classification no longer reflects the care a resident needs, the home is funded for less care than it delivers. Tracking how old each classification is helps providers spot residents who may be due for review.
