The Department of Health and Aged Care’s announcement on care minute changes introduce significant challenges for MM1 facilities. From April 2026, a reduction in the Base Care Tariff will apply to services that don’t meet the 215 care minute target. Our data shows that more than 850 facilities could be impacted.

Under the new model, care funding will be linked to delivered care minutes through a new care minutes supplement. The Base Care Tariff (BCT) will be reduced by $31.92 per bed day, with that amount redirected into the supplement. The amount of the supplement paid will depend on your care minutes performance. If you meet your targets, there is no change to the funding you receive.
Performance will be assessed based on the average daily minutes of care delivered per resident, across both total care and registered nurse minutes.
